bulk mail?
Standard bulk mail must consist of 200 or more
identical pieces. Mail Services processes all standard mail, ranging
from self-mailers to publications.

Postal Service Requirements
Changes in the U.S. Postal Service classification
system established new procedures for mailers to receive automation
discounts. To qualify for these discounts, strict address and design
criteria must be met. With the USPS Domestic Mail Manual containing more
than 1,000 pages of regulations, it is becoming difficult for
independent mailers across campus to stay abreast of requirements.
Failure to comply with the regulations can result in additional expense and delays.
Did you know, for example, that in order for your
mailing to meet USPS automation requirements:
A complete Western Connecticut State University return
address and correct permit indicia must appear on the envelope or mail
panel.
Addresses must contain accurate five-digit zip codes
(certified annually).
Mail pieces must be sorted in zip code order with an
exact piece count.
Envelopes must be sealed or have all flaps tucked in.
All letter-size mail must be trayed, sleeved and
strapped.
Flats must be sacked.
Postcards must be banded.
Bar-coded tray and sack labels are required.
