It stipulates that COVID-19 means that universities might shrink or implode. To highlight unique enrollment patterns that are attributable to the pandemic the Center reported year-over-year percent change in enrollment between 2018-2019 and 2019-2020 based on the same institutions reporting in 2018 and 2019.
