{"id":347,"date":"2025-10-15T00:00:24","date_gmt":"2025-10-15T00:00:24","guid":{"rendered":"http:\/\/wcsu.wpengine.com\/veterans\/?page_id=347"},"modified":"2026-03-10T18:52:21","modified_gmt":"2026-03-10T18:52:21","slug":"tuition-waivers","status":"publish","type":"page","link":"https:\/\/www.wcsu.edu\/veterans\/tuition-waivers\/","title":{"rendered":"Tuition Waivers"},"content":{"rendered":"<p><span style=\"color: #d90947\"><strong><span style=\"font-size: 14pt\"><u>CT State Veterans Tuition Waiver:<\/u><\/span><\/strong><\/span><\/p>\n<p>Under Connecticut state statutes, tuition at Connecticut public colleges and universities may be waived for eligible veteran students that satisfy all of the requirements below (eligibility is not retroactive).<\/p>\n<h3 style=\"padding-left: 40px\"><span style=\"font-size: 12pt;color: #003da6\"><strong>What are the Requirements?<\/strong><\/span><\/h3>\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li><strong>Be formally accepted for admission<\/strong> to an undergraduate\/graduate degree seeking program at WCSU (although you do not have to declare a major initially).<\/li>\n<li><strong>Be living in Connecticut<\/strong> at the time of acceptance, which includes domicile for less than one year. If you applied to WCSU with an out-of-state address, you become domiciled when you get a CT address.<\/li>\n<li><strong>Have served at least 90 or more cumulative days active duty<\/strong> in time of war (see<em> \u201cSpecified War Times\u201d <\/em>below) except if separated from service earlier because of a federal Department of Veterans Affairs (VA) rated service-connected disability; or the war, campaign or operation lasted less than 90 days and service was for the duration. Initial Entry Training &amp; Active Duty Training does not qualify towards active duty service.<\/li>\n<li><strong>Be honorably discharged or released under honorable conditions**<\/strong> from active service in the U.S. Armed Forces (U.S. Army, Navy, Marine Corps, Air Force and Coast Guard). National Guard members activated under Title 10 of the United States Code are also included. <strong>**Effective October 1, 2018:\u00a0 Public Act 18-47 extends the CT State Veterans <\/strong><strong>Tuition Waiver to Veterans with \u201c<em>Other than Honorable<\/em>\u201d discharge if diagnosed by a licensed provider<\/strong> with a \u201c<em>qualifying condition<\/em>\u201d defined in Public Act 18-47 as post-traumatic stress disorder (PTSD) resulting from military service, a traumatic brain injury (TBI) resulting from military service, or experienced military sexual trauma (MST) as described in 38 U.S.C. \u00a0 1720D.\u00a0 A Veteran with a \u201cBad Conduct\u201d or \u201cDishonorable\u201d discharge is NOT eligible.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h3 style=\"padding-left: 40px\"><span style=\"font-size: 12pt;color: #003da6\"><strong>Specified War Times<\/strong><\/span><\/h3>\n<p style=\"padding-left: 80px\"><strong>A.\u00a0 Active duty for at least ninety (90) days<\/strong>:<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>WORLD WAR II &#8211;\u00a0December 7, 1941 to December 31, 1946<\/li>\n<li>KOREAN WAR &#8211;\u00a0June 27, 1950 to January 31, 1955<\/li>\n<li>VIETNAM ERA &#8211;\u00a0February 28, 1961 to July 1, 1975 (any child of a Vietnam-era veteran who has been declared a MIA\/POW also is eligible, provided the parent entered service after January 1, 1960).<\/li>\n<li>PERSIAN GULF WAR (INCLUDING OPERATION DESERT SHIELD, DESERT STORM, ENDURING FREEDOM (AFGHANISTAN) &amp; IRAQI FREEDOM) \u2013 beginning August 2, 1990 and ending on the date thereafter prescribed by Presidential proclamation or by law.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 80px\"><strong>B.\u00a0 Engaged in combat or in a combat support role in the:<\/strong><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>LEBANON CONFLICT &#8211;\u00a0July 1, 1958 to November 1, 1958<\/li>\n<li>LEBANON PEACE KEEPING MISSION &#8211;\u00a0September 29, 1982 to March 30, 1984<\/li>\n<li>GRENADA INVASION &#8211; October 25, 1983 to December 15, 1983<\/li>\n<li>OPERATION ERNEST WILL \u2013 February 1, 1987 to July 23, 1987<\/li>\n<li>PANAMA INVASION &#8211;\u00a0December 20, 1989 to January 31, 1990<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"padding-left: 80px\"><strong>C.\u00a0 Active Duty for Service in the locations of:<\/strong><\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>SOUTH KOREA \u2013 Demilitarized zone after February 1, 1955<\/li>\n<li>SOMALIA \u2013 After December 2, 1992<\/li>\n<li>Bosnia \u2013 After December 20, 1995<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3 style=\"padding-left: 40px\"><span style=\"font-size: 12pt;color: #003da6\"><strong>What Does The Waiver Cover?<\/strong><\/span><\/h3>\n<p style=\"padding-left: 80px\">During the fall and spring semesters tuition is billed and any eligible veteran student may receive a 100% waiver of tuition.\u00a0 During the summer and winter\/intersessions, course fees are billed in lieu of tuition and eligible Veterans may receive a 100% waiver of the extension course fees.\u00a0 Other college costs such as deposits, fees, room &amp; board and books are <u>not<\/u> waived.<\/p>\n<h3 style=\"padding-left: 40px\"><span style=\"font-size: 12pt;color: #003da6\"><strong>How Do I Apply?\u00a0 <\/strong><\/span><\/h3>\n<p style=\"padding-left: 80px\">Eligible veterans must submit the following documents <strong><u>one time only<\/u><\/strong> to WCSU\u2019s Office of Veteran Affairs to receive the CT State Veterans Tuition Waiver:<\/p>\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li>Separations papers, specifically, Form DD-214 (Member 4 or Service 2, 7 or 8 copies only)<\/li>\n<li>Complete and return the <em><a href=\"https:\/\/www.wcsu.edu\/veterans\/wp-content\/uploads\/sites\/134\/2021\/05\/CT-State-Tuition-Waiver-Application-2020.05.pdf\"><span style=\"color: #0000ff\">Connecticut State Veterans Tuition Waiver Application<\/span><\/a><u>.<\/u><\/em><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p style=\"padding-left: 80px\">Veterans with an \u201c<em>Other than Honorable<\/em>\u201d discharge must additionally submit <span style=\"color: #0000ff\"><a style=\"color: #0000ff\" href=\"https:\/\/portal.ct.gov\/-\/media\/Departments-and-Agencies\/DVA\/Pages\/OTH-Form-Jan-31-2019-fillable-edited.pdf?la=en\"><em>CT OTH Form 1<\/em><\/a><\/span> to receive this benefit.<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;color: #d90947\"><strong><span style=\"font-size: 14pt\">National Guard Tuition Waiver:<\/span><\/strong><\/span><\/p>\n<p>Under Connecticut General Statutes 10a-99-d-5, tuition at Connecticut public colleges and universities may be waived for eligible Air or Army National Guard students that satisfy all of the requirements below (eligibility is not retroactive).<\/p>\n<h3 style=\"padding-left: 40px\"><span style=\"font-size: 12pt;color: #003da6\"><strong>What are the Requirements?\u00a0<\/strong><\/span><\/h3>\n<ol>\n<li style=\"list-style-type: none\">\n<ol>\n<li><strong>Be formally accepted for admission <\/strong>on a full-time or part-time basis in an undergraduate or graduate degree seeking program at WCSU (although you do not have to declare a major initially).<\/li>\n<li><strong>Be a member in good standing <\/strong>of the CT Air or Army National Guard.\u00a0 Out-of-state students who enroll in the Connecticut National Guard qualify to receive this waiver.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h3 style=\"padding-left: 40px\"><span style=\"color: #003da6\"><strong><span style=\"font-size: 12pt\">What Does The Waiver Cover?<\/span><\/strong><\/span><\/h3>\n<p style=\"padding-left: 80px\">During the fall and spring semesters tuition is billed and any eligible Air\/Army National Guard student may receive a 100% waiver of tuition.\u00a0 During summer or winter\/intersessions, course fees are billed in lieu of tuition and fees and eligible Veterans may receive a 100% waiver of the extension course fees.\u00a0 Other college costs such as deposits, fees, room &amp; board and books are <u>not<\/u> waived.<\/p>\n<h3 style=\"padding-left: 40px\"><span style=\"font-size: 12pt;color: #003da6\"><strong>How Do I Apply?\u00a0<\/strong><\/span><\/h3>\n<p style=\"padding-left: 80px\">Eligible Air or Army National Guard students must complete an application <strong><u>before every semester<\/u><\/strong> by contacting their Readiness NCO or Orderly Room at their CT National Guard Unit<strong>.<\/strong>\u00a0 Once submitted, the application will go through the proper chain of command, then a <em>Certificate of Eligibility <\/em>is generated and emailed directly to WCSU\u2019s Veteran Affairs Office.<\/p>\n<hr \/>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 14pt;color: #d11919\"><strong><u>Dependent 9\/11 KIA Waiver:<\/u><\/strong><\/span><\/p>\n<p>Under Connecticut General Statutes 10a-99-d-9, tuition may be waived for any dependent child or surviving spouse that satisfy all the requirements below (eligibility is not retroactive).<\/p>\n<p><span style=\"font-size: 12pt;color: #0c0ca6\"><strong>What are the Requirements?<\/strong><\/span><\/p>\n<ol>\n<li>Student is a dependent child or surviving spouse of a person who was killed in action while performing active military duty with the armed forces of the United States on or after September 11, 2001.<\/li>\n<li>Be a Connecticut state resident (both dependent child or surviving spouse <u>and<\/u> the Veteran or service member who was killed in action).<\/li>\n<\/ol>\n<p><span style=\"color: #0c0ca6;font-size: 12pt\"><strong>What Does The Waiver Cover?<\/strong><\/span><\/p>\n<p>During the fall and spring semesters tuition is billed and any eligible dependent child or surviving spouse student may receive a 100% waiver of tuition.\u00a0 Unfortunately, this waiver is not applicable during summer or winter\/intersessions.\u00a0 Other college costs such as deposits, fees, room &amp; board and books are <u>not<\/u> waived.<\/p>\n<p><span style=\"font-size: 12pt;color: #0c0ca6\"><strong>How Do I Apply?<\/strong><\/span><\/p>\n<p>Eligible students who satisfy the eligibility requirements may provide a copy of the Veterans DD214 (Member 4 copy) or equivalent, enlistment contract, or Casualty Report along with proof of the Veterans death (such as a copy of their death certificate, letter from the funeral home, or published obituary) to WCSU&#8217;s Office of Veteran Affairs.\u00a0 Additionally, dependent children must provide their birth certificate listing the name of the Veteran killed in action, dependent stepchildren must provide their birth certificate and marriage certificate between the parent and Veteran, legally adopted dependent children must provide their birth certificate and adoption decree, and a surviving spouse must provide their marriage certificate.<\/p>\n<hr \/>\n<p><span style=\"color: #d11919;font-size: 14pt\"><strong><u>Dependent MIA\/POW Waiver:<\/u><\/strong><\/span><\/p>\n<p>Per Connecticut Board of Regents (12\/18\/2014), tuition may be waived for any dependent child that satisfy all the requirements below (eligibility is not retroactive).<\/p>\n<p><span style=\"font-size: 12pt;color: #0c0ca6\"><strong>What are the Requirements?<\/strong><\/span><\/p>\n<ol>\n<li>Student is a dependent child of a person whom the armed forces of the United States has declared to be missing in action or to have been a prisoner of war while serving in the armed forces after January 1, 1960.<\/li>\n<li>Student has been formally accepted for admission on a full-time or part-time basis in an undergraduate or graduate degree seeking program at WCSU (although you do not have to declare a major initially).<\/li>\n<li>Student is living in Connecticut at the time of acceptance to WCSU.<\/li>\n<\/ol>\n<p><span style=\"color: #0c0ca6;font-size: 12pt\"><strong>What Does The Waiver Cover?<\/strong><\/span><\/p>\n<p>During the fall and spring semesters tuition is billed and any eligible dependent student may receive a 100% waiver of tuition.\u00a0 During the summer and winter\/intersessions, course fees are billed in\u00a0lieu of tuition and eligible dependents may receive a 50% waiver of the extension course fees.\u00a0 Other college costs such as deposits, fees, room &amp; board and books are <u>not<\/u> waived.<\/p>\n<p><span style=\"color: #0c0ca6;font-size: 12pt\"><strong>How Do I Apply?<\/strong><\/span><\/p>\n<p>Eligible students who satisfy the eligibility requirements may provide a copy of the Veterans DD214 (Member 4 copy) or equivalent along with documentation from <a href=\"https:\/\/www.dpaa.mil\/\">The Defense POW\/MIA Accounting Agency (DPAA)<\/a> or other proof of MIA\/POW status\u00a0to WCSU&#8217;s Office of Veteran Affairs.\u00a0 Additionally, dependent children must provide their birth certificate listing the name of the Veteran or service member who was been declared to be missing in action or a prisoner of war, dependent stepchildren must provide their birth certificate and marriage certificate between the parent and Veteran or service member, and adopted dependent children must provide their birth certificate and adoption decree.<\/p>\n<hr \/>\n<p><span style=\"color: #d11919;font-size: 14pt\"><strong><u>Dependent Terrorist Victim Waiver:<\/u><\/strong><\/span><\/p>\n<p>Under Connecticut General Statutes 10a-99-d-7, tuition is waived for any dependent child or surviving spouse that satisfy all the requirements below (eligibility is not retroactive).<\/p>\n<p><span style=\"font-size: 12pt;color: #0c0ca6\"><strong>What are the Requirements?<\/strong><\/span><\/p>\n<ol>\n<li>Student is a dependent child or surviving spouse of a specified terrorist victim who was a resident of the state.<\/li>\n<\/ol>\n<p><span style=\"font-size: 12pt;color: #0c0ca6\"><strong>What Does The Waiver Cover?<\/strong><\/span><\/p>\n<p>During the fall and spring semesters tuition is billed and any eligible dependent child or surviving spouse student may receive a 100% waiver of tuition.\u00a0 Unfortunately, this waiver is not applicable\u00a0during summer or winter\/intersessions.\u00a0 Other college costs such as deposits, fees, room &amp;
